Google Merchant Center Promotions: A Black Friday 2026 Checklist for Small Retailers
Merchant Center Promotions is a checkout-redemption feature, distinct from sale pricing, that lets an eligible discount show directly on your Shopping listing. Here's exactly how eligibility, promotion IDs, regional availability, and Shopify syncing actually work, verified against Google's own documentation, plus a 14-day pre-launch checklist for Black Friday and Cyber Monday 2026.

A Merchant Center Promotion is a checkout-redemption offer — attached to specific products via a promotion ID, reviewed by Google before it goes live, and displayed directly on your Shopping listing — not the same thing as simply lowering a product's listed price. That distinction matters most right before Black Friday and Cyber Monday, when a retailer who confuses the two features can end up with a discount that never actually appears on their ads. This is a practical implementation guide to the Promotions feature specifically: eligibility, setup, Shopify syncing, regional availability, and a 14-day pre-launch checklist — not a restatement of general holiday marketing advice.
- A Promotion is a checkout-redemption offer with its own promotion ID; a sale price is a markdown baked directly into your listed price. They're reviewed and displayed differently, and Google's own Shopify guidance treats them as two separate mechanisms.
- Promotions currently display to shoppers in 13 countries: Australia, Brazil, Canada, France, Germany, India, Italy, Japan, South Korea, Spain, the Netherlands, the United Kingdom, and the United States — availability is not universal.
- Account eligibility requires an active Merchant Center account with at least one active product and one claimed URL, and the account cannot be connected to a marketplace.
- Discount amounts must be whole numbers (no decimals) and cannot exceed 100% of cart value; per Google's promotions policies, a single promotion can run for a maximum of about 6 months (183 days).
- For Shopify sellers, percentage, fixed-amount, and automatic discounts created in Shopify's Discounts admin can sync to the Google & YouTube channel automatically — but automatic discounts specifically are only eligible to sync in the US, not in other supported countries.
- Promotion reviews are typically completed within 12 hours of the promotion's effective start time, and can take up to 24 hours — building that lead time into a Black Friday launch plan matters more than it might seem.
What a Merchant Center Promotion Actually Is (and How It Differs from a Sale Price)
Two distinct Merchant Center mechanisms — not interchangeable
| Feature | How the discount shows | Redemption |
|---|---|---|
| Sale price | Already reflected in the listed price shown in your product data or inventory feed | Available to every shopper automatically — no code or extra step |
| Promotion | A separate offer layered on top of your listing, tied to a promotion ID | Applied at checkout, sometimes via a promo code you specify — this is a checkout-redemption system, not a price markdown |
The practical consequence: if you simply discount a product's price in your feed, that's a sale price, not a Promotion — nothing about promotion IDs, eligibility, or the Promotions review process applies to it. If you want the distinct "Special offer" treatment a Promotion can add to a Shopping listing, you set it up as its own object in Merchant Center (or sync one from Shopify), separate from your regular product price.
Account and Promotion Eligibility Requirements
- An active Merchant Center account with at least one active product and at least one claimed website URL.
- The account must not be connected to a marketplace — a platform that hosts multiple individual merchants' listings.
- The promotion itself must offer a genuine monetary discount or an additional good or service not normally included with the purchase — Google's promotions policies specifically restrict certain promotion types (for example, trade-ins, rebates, sweepstakes, and tax-related discounts).
- Discount values must be whole numbers, not decimals, and cannot exceed 100% of cart value.
- A single promotion can run for a maximum of roughly 6 months (183 days) before it needs to be recreated.
- Promotion titles must clearly and accurately disclose thresholds, redemption requirements, conditions, and restrictions — vague or misleading offer language is a policy violation, not just a best-practice suggestion.
A January 2026 policy update expanded which promotion types are eligible — most notably adding support for subscription-fee promotions (an amount-off or percent-off discount on a recurring subscription cost). If your business sells subscriptions rather than one-time purchases, this is worth checking directly against Google's current policy page rather than assuming last year's rules still apply.
Setting Up a Promotion: IDs, Product Eligibility, and Codes
- Promotion ID: choose a stable ID and never change or reuse it — Google uses this ID to track the promotion's performance history in both Merchant Center and Google Ads. Reusing an old ID for a new promotion is explicitly discouraged, and IDs are case-sensitive ("abc123" and "ABC123" are treated as different promotions).
- Product eligibility: a promotion can apply to your entire catalogue or to specific_products — if you choose specific products, you submit the matching promotion ID on each eligible product's own listing so Google can connect the two.
- Promo code (optional): some promotions require a code entered at checkout; others (like an automatic percentage-off) don't. If you set a promotion as a delivery-related offer, it must be associated with a valid redemption code — a delivery promotion with no code attached is a common disapproval reason.
- Start and end dates: set both explicitly. Combined with the maximum-duration rule above, this is what determines when Google reviews and eventually retires the promotion.
Where Promotions Actually Work: Regional Availability
Promotions display to shoppers on desktop and mobile in a specific list of countries, not everywhere Shopping ads themselves run: Australia, Brazil, Canada, France, Germany, India, Italy, Japan, South Korea, Spain, the Netherlands, the United Kingdom, and the United States. A retailer selling into a market outside that list should not assume the same Promotions feature is available there — check current country coverage directly in Merchant Center before building a campaign plan around it.
Shopify Sellers: How Promotions Sync (and Where That Sync Has Limits)
If you sell on Shopify, promotions don't have to be built twice. With the Google & YouTube sales channel installed, going to Discounts in your Shopify admin and publishing a percentage, fixed-amount, or automatic discount to that channel can sync it into Merchant Center without manually recreating the promotion object.
- Percentage and fixed-amount discounts created in Shopify's Discounts section can sync to the Google & YouTube channel and show organically across Google, in the countries where Promotions is supported.
- Automatic discounts (ones a shopper doesn't need to enter a code for) are only eligible to sync into Merchant Center for merchants in the United States — this is a real regional limit, not a Shopify configuration issue on your end. A Canadian, UK, or EU Shopify merchant running an automatic discount should not expect it to appear as a Merchant Center Promotion the same way a US merchant's would.
- Geographic eligibility for the Shopify-to-Merchant-Center promotion sync spans the US, Canada, UK, Australia, India, France, Germany, Spain, Italy, the Netherlands, and Japan — a narrower list than Shopify's overall Google & YouTube channel availability, so confirm your specific country before relying on automatic syncing.
Keeping Promotions, Product Listings, Landing Pages, and Checkout in Sync
A promotion that's approved in Merchant Center but doesn't match what a shopper actually experiences after clicking is worse than no promotion at all — it converts the click into a lost sale and a trust problem. Three places have to agree with each other: the promotion's own terms (discount amount, dates, eligible products), the product listing's price and availability, and what the shopper actually sees at checkout. If your promotion requires a code, that code has to work at checkout for the full promotion window, not just on day one. If it's an automatic discount, cart behavior has to match what the ad implied without any extra step from the shopper.
Monitoring Disapprovals and Promotion Performance
- Promotion reviews are typically completed within 12 hours of the promotion's effective start time, but can take up to 24 hours — and a promotion doesn't go through per-product (SKU) review until its start date and time actually arrives, not when you first create it.
- A frequent disapproval cause: a delivery-related promotion with no valid redemption code attached — add one, or reclassify the offer.
- Another frequent cause: eligible items disapproved under standard Shopping ads policies, or a promotion set to a locale where you have no matching products.
- Broader feed-quality problems (inaccurate or inconsistent product data, misstated shipping costs or taxes relative to local regulations) can disapprove the underlying Shopping listings a promotion depends on — a clean, accurate core feed is a prerequisite for promotions working at all, not a separate project.
- Check promotion status regularly through the Black Friday/Cyber Monday run-up rather than assuming an approved promotion stays approved indefinitely — start dates, end dates, and product-level eligibility can all change status.
Conversion Tracking for Promotion-Driven Traffic
A promotion changes what a shopper sees in the ad, not how conversion measurement works underneath it — the same first-party, server-side conversion tracking discipline that matters for any Shopping campaign matters here too, arguably more, since promotion-driven traffic tends to spike sharply in a short window where a measurement gap is expensive. Confirm your conversion tracking (whether through enhanced conversions, server-side tagging, or your platform's native integration) is capturing promotion-influenced purchases correctly before Black Friday traffic arrives, not during it.
Not the Same as AI Max for Shopping
Merchant Center Promotions is a separate, long-standing feature from AI Max for Shopping campaigns (Google's newer, closed-beta AI product covered in our companion article). AI Max for Shopping generates ad copy and picks landing pages based on your feed; Promotions is the checkout-redemption discount mechanism itself. You don't need AI Max for Shopping access to use Promotions, and having AI Max for Shopping access doesn't set up your promotions for you — they're independent pieces of the same Merchant Center account.
International Considerations
Beyond the core 13-country Promotions availability list, a retailer selling into multiple markets should expect real per-country differences in tax display requirements, shipping-cost transparency rules, and (for Shopify sellers specifically) which discount types are eligible to sync automatically. Canadian retailers get full Promotions support and Shopify percentage/fixed-amount syncing, but — like every non-US market — do not get automatic-discount syncing the way a US-based Shopify store does. Build your promotion setup around your actual market's real rules rather than assuming US documentation applies everywhere.
Is a Merchant Center Promotion the same as just lowering my price?
No. Lowering your listed price is a sale price, submitted through your regular product data — it's automatically available to every shopper. A Promotion is a separate, checkout-redemption offer with its own ID, eligibility rules, and Google review process, and can display differently on your Shopping listing.
Which countries support Merchant Center Promotions?
As documented by Google, Promotions currently display to shoppers in Australia, Brazil, Canada, France, Germany, India, Italy, Japan, South Korea, Spain, the Netherlands, the United Kingdom, and the United States. Availability outside this list should be confirmed directly in Merchant Center, not assumed.
Can I sync a Shopify automatic discount into Merchant Center from Canada?
Percentage and fixed-amount discounts, yes. Automatic discounts specifically are only eligible to sync into Merchant Center for US-based Shopify merchants per Google's own documentation — a Canadian store running an automatic discount should not expect it to sync the same way.
How long can a single promotion run?
Per Google's promotions policies, a single promotion can run for a maximum of roughly 6 months (183 days) before it needs to be recreated as a new promotion with its own ID.
Is this the same feature as AI Max for Shopping?
No — they're independent. AI Max for Shopping (covered in our separate article) is a closed-beta AI campaign product that generates ad copy and picks landing pages from your feed. Promotions is the checkout-redemption discount mechanism itself, and doesn't require AI Max for Shopping access to use.
How long does a promotion take to get approved?
Google's own documentation states promotion reviews are typically completed within 12 hours of the promotion's effective start time, though it can take up to 24 hours — and per-product review doesn't begin until the promotion's actual start date arrives.
Where NextFlow Fits
A promotion that's correctly set up, matched to an accurate feed, and backed by a landing page and checkout that actually honor its terms is what turns Black Friday Shopping traffic into real revenue — not the promotion alone. NextFlow's Google Ads Management, Website & Landing Page Development, Lead Generation, and Business Automation services are built to get that groundwork right before the holiday traffic spike, whichever platform your store runs on.
